Why can I imagine a clunky old post-WWI era sub, painted with the Confederate flag, Dukes of Hazzard style?

I don’t really know what to make of this, having not much knowledge of the US legal system and far less of the Kentucky system, but does this one really say that the state of Kentucky wants to purchase a submarine to seek and destroy casino riverboats? The mind boggles.

I suspect this is something like the legislative equivalent of a nuisance lawsuit. T. Burch wants to make a point about how much he despises riverboat gambling, and he doesn’t have a prayer of getting it outlawed conventionally because the money inertia is too big. So he makes a gesture.

update – Close, but reversed. Apparently it’s a reductio ad absurdum proposal by a legislator who thinks Kentucky is losing too much revenue to neighboring states by its refusal to allow casinos. Teach me to not know the difference between a bill and a resolution.
